The story

Government agent Walter Barnett invents a fake supervillain, the Robot-Master, and hires laid-off Marvel writer Donny Finkleberg to play him on TV as a cover story for the robots. The broadcasts turn the military on the Autobots and let Soundwave revive Megatron.
